Hearing / briefing · 29 April 2013 – 3 May 2013 · National Press Club, Washington, D.C.
Citizen Hearing on Disclosure
Also known as Citizen Hearing, Citizen Hearing on UFO Disclosure
The Citizen Hearing was the largest civilian-organised attempt to stage the hearing Congress had not held since 1968. It happened only once. The panels mixed witnesses with official roles (military, government, aviation, police) with researchers and authors, including Richard Dolan, Stanton Friedman, Linda Moulton Howe, Grant Cameron, Antonio Huneeus, A. J. Gevaerd and Donald Schmitt. Only the first group meets this archive's criteria. Steven Greer also testified.
The witness list comes from the panel descriptions on the official session recordings. Statements made at the hearing were not given under oath before Congress.

Facts and claims
- claimed A privately organised mock congressional hearing produced by Stephen Bassett's Paradigm Research Group, not an official proceeding of Congress. It ran April 29 to May 3, 2013, in the main ballroom of the National Press Club, which was set up to look like a Senate hearing room. Source: paradigmresearchgroup.org (archived)
- claimed About forty researchers and military, agency and political witnesses testified before six former members of Congress: Sen. Mike Gravel and Reps. Roscoe Bartlett, Carolyn Cheeks Kilpatrick, Lynn Woolsey, Darlene Hooley and Merrill Cook. There were about thirty hours of testimony over ten sessions, each split into two 90-minute panels. - claimed According to the organiser, the full recording was delivered to every member of Congress in November 2014. No official hearing followed until the House hearing of May 17, 2022. Source: paradigmresearchgroup.org (archived)
Key moments: Citizen Hearing 2013: Associated Phenomena
- 4:35 Peter Davenport, director of the National UFO Reporting Center since 1994, says that over 19 years he has gathered “approximately 86 000 written reports”.
- 14:13 Davenport cites the November 2006 O'Hare case: “a disc estimated to be some 30 to 40 feet” across hovering above gate C17 for perhaps ten minutes, then punching a hole through the overcast.
- 23:53 Investigative writer Peter Robbins introduces himself as co-author of “left at east gate”, Larry Warren's account of Rendlesham, a bestseller in Britain. Robbins later disowned Warren's account.
- 31:47 Robbins says that, in Col. Charles Halt's words, the Rendlesham airmen were treated so that “these men were meddled with”, and some are still sorting implanted memories from real ones.
- 34:41 Gary Heseltine: Gary Heseltine, a retired British Transport Police detective, says his database of police UFO reports, started in 2002 with six cases, now holds “over 425 cases involving over 940 british police officers”.
- 35:32 Gary Heseltine: Heseltine cites the night of 30–31 March 1993, “the costford incident” (Cosford), when more than 24 police officers tracked at least one object across six counties of Britain.
- 36:14 Gary Heseltine: Heseltine: in October 1984 near RAF Northolt two uniformed officers on patrol saw a silent black triangle at low altitude, “the size of three football fields”.
- 39:45 Gary Heseltine: In another case, Heseltine says, “the engine of the police vehicle driven by sergeant toby suddenly cut out”, with the object above him shining a beam down; it restarted as the object moved away.
- 40:32 Gary Heseltine: Heseltine: in Belgium between 1989 and 1991 “hundreds of police officers observed large triangular objects”, often several officers together and at close range.
- 46:36 Linda Moulton Howe: Linda Moulton Howe on animal mutilations, which she has investigated since her 1980 documentary *A Strange Harvest*: carcasses stripped with no blood and “no tracks around the body”.
- 51:05 Linda Moulton Howe: Howe reads an Oregon State University laboratory assessment of an excision: “consistent with a specimen collected via electrosurgical excision”, with signs of high heat. Most official investigations attributed mutilations to predators and decomposition.
- 57:28 Linda Moulton Howe: Howe says RCMP investigator Lynn Lauber told her “he knew that something from outer space was involved” in the mutilations Canada investigated, but felt the truth was too difficult to tell the media.
- 1:19:14 Gary Heseltine: Heseltine: after investigation about 5% of reports stay unexplained, and of those “about three percent of hardcore cases” defy all explanation, especially from high-calibre witnesses.
- 1:36:58 Robbins traces the media's ridicule of UFOs to a pattern that “begins the week after the roswell” report in 1947, and argues the Truman administration asked editors to “toe the line” and not treat the subject seriously.
Key moments: Citizen Hearing 2013: Closing Remarks
- 0:51 The six former members of Congress sign a letter to the “veterans affairs administration” and the President asking for the release of Jim Penniston's and John Burroughs's Air Force medical records.
- 2:29 Paul Hellyer: Paul Hellyer, Canada's former defence minister, says that in office he saw UFO sighting reports but “was too busy to be concerned about them at the time”, unifying the armed forces.
- 3:01 Paul Hellyer: Hellyer says a friend sent him “colonel corso's book the day after” Roswell, which he read in 2005 and checked with a retired U.S. Air Force general before speaking out.
- 4:03 Paul Hellyer: Hellyer recalls his September 2005 Toronto speech, where he said “ufos are as real as the airplanes flying overhead”.
- 5:23 Paul Hellyer: Hellyer relays a story from the 1960s: a formation of UFOs flew south into NATO territory, alarming the Supreme Allied Commander, until “the flotilla turned around and headed back north”, which prompted an investigation.
- 32:05 Richard Dolan: Historian Richard Dolan concludes that the cover-up has “long ago gravitated away from formal presidential authority into international and private hands”.
- 1:19:47 Closing, former congressman Roscoe Bartlett suggests the decision to keep the subject secret may have gone to the president's office “within a few hours after” the July 1947 Roswell press release, out of fear of panic.
Key moments: Citizen Hearing 2013: Documents & Proof
- 2:21 Robert M. Wood: Aerospace engineer Robert Wood, formerly of McDonnell Douglas, says Stanton Friedman passed him film of “an alleged war office training manual entitled Extraterrestrial Entities and Technology Recovery and Disposal”, the so-called SOM 1-01, mailed anonymously from La Crosse, Wisconsin, in March 1994.
- 5:51 Robert M. Wood: Wood says a Government Printing Office veteran judged from the type that the manual “was authentically printed by the government for some reason in 1954”. The MJ-12 papers, including this manual, are widely regarded as forgeries; the FBI's own file records the Air Force calling the 1984 briefing document fabricated.
- 7:32 Robert M. Wood: Wood says he and his son Ryan have collected “10 sources for 103 documents, 3,800 pages” of leaked papers, and used forensic linguistics to argue the researcher Timothy Cooper did not write them.
- 10:59 Robert M. Wood: Wood's conclusion, which he calls “incredibly wild”: those in charge have kept secret the greatest story of mankind while spending staggering sums on hidden underground facilities and reverse engineering.
- 12:25 Linda Moulton Howe: Linda Moulton Howe reads from the manual, marked “Majestic 12 Group, April 1954”: procedures for recovering craft and “extraterrestrial biological entities” and descriptions of disc, cigar and triangular craft.
- 25:48 Stanton Friedman: Nuclear physicist Stanton Friedman lists his “four basic rules for debunkers”, beginning “don't bother me with the facts, my mind's made up”.
- 32:32 Stanton Friedman: Friedman recounts Philip Klass's challenge over the typeface of the MJ-12 papers: Friedman found 14 documents with that “pica” type at the Eisenhower Library and says Klass paid him the $1,000.
- 39:47 Grant Cameron: Researcher Grant Cameron shows a Canadian government memo on the Project Magnet files ordering that “at no time should this be made available to the public”.
- 41:58 Grant Cameron: Cameron reads Wilbert Smith's top-secret 1950 memo, declassified in 1978: the subject is “the most highly classified subject in the United States, rated higher than the hydrogen bomb. Flying saucers exist”, studied by a small group under Vannevar Bush.
- 58:47 Grant Cameron: Cameron says Wilbert Smith's son testified that his father told him shortly before his death that “he did see a flying saucer and the bodies outside of Washington DC”.
- 59:26 A panellist says other countries pass their material to the United States, citing the 1996 Varginha case: “the word is that Americans took” the wreckage and the bodies.
- 1:13:23 Friedman: “the NSA has released 156 top secret” Umbra UFO documents, nearly all blacked out, proof in his view that there has been a cover-up.
Key moments: Citizen Hearing 2013: A Global Phenomenon, Part 1
- 7:34 Roberto Pinotti: Roberto Pinotti, of Italy's Centro Ufologico Nazionale, says the Italian Air Force let him consult its files in Rome, “about 400 military ufo dossier in 40 years”, which he has published in his books.
- 9:05 Roberto Pinotti: Pinotti says documents show the Fascist government set up a secret scientific team “headed by guliamo marconi” (Guglielmo Marconi) to study unconventional flying vehicles, after the alleged 1933 Magenta crash. The documents have not been independently authenticated.
- 11:00 The president of the “world chinese ufo federation” says China has “tens of millions” of UFO enthusiasts and that many Chinese scholars are convinced UFOs and aliens exist.
- 28:07 Grant Cameron: Grant Cameron says Wilbert Smith, head of Canada's Project Magnet, was asked how much material the Americans had handled and “replied tons of it”.
- 29:47 Grant Cameron: Cameron shows Smith's notes of his September 1950 interview with U.S. scientist Robert Sarbacher at the Canadian embassy, which begins with “scully's book” on crashed saucers and how much of it is true.
- 31:55 Grant Cameron: Cameron says a later letter from Sarbacher confirmed “that the americans did have bodies and they did have a craft”, as he had heard from scientists returning from Wright-Patterson meetings.
- 35:31 Nick Pope: Nick Pope on the Ministry of Defence's UFO work: most sightings were misidentifications, but “around five percent appeared to defy conventional explanation”.
- 37:03 Nick Pope: Pope says defence intelligence's interest was narrowly about technology: one document said “we could use this technology” if it could be obtained.
- 38:24 Nick Pope: Pope describes Project Condign, the Defence Intelligence Staff's late-1990s UAP study: it attributed some sightings to exotic atmospheric plasmas and advised that pilots “not to maneuver” other than to keep the object astern.
- 41:09 Nick Pope: Pope: the MoD long downplayed its interest, but “i'm not aware of any cover-up or conspiracy” in the sense theorists mean; the UFO desk closed in 2009.
- 42:05 Nick Pope: Pope says that since 2008 “over 50 000 pages” of MoD UFO documents have been released to the UK National Archives.
- 47:01 Antonio Huneeus: Antonio Huneeus on France: GEPAN's first statistical study, of “354 ufo cases” collected by the Gendarmerie, left 25% unexplained.
- 48:33 Antonio Huneeus: Huneeus says GEPAN's study of the 1981 Trans-en-Provence landing found young plants at the site had become “biochemically old”.
- 49:58 Antonio Huneeus: Huneeus on the 1999 “cometa report”, *UFOs and Defense: What Should We Prepare For?*, by former French defence officials.
- 53:31 He cites UFO sightings over a nuclear missile base near “usovo ukraine” that coincided with a malfunction of the launch-control console, similar to Malmstrom.
- 54:14 Antonio Huneeus: Huneeus notes the U.S.–Soviet nuclear accidents agreement, signed on “september 30 1971”, which commits each side to notify the other of unidentified objects detected by warning systems.
- 1:01:38 Nick Pope: Asked his own view, Pope says the evidence does not go quite far enough for him to say “i am absolutely sure we're being visited”, but is compelling enough to make it a possibility.
- 1:19:01 Roberto Pinotti: Pinotti says that in 1971–72, when he was an army officer, an American NATO officer told him: “in the usa we have the crushed objects and even the corpses of the pilot”.
Key moments: Citizen Hearing 2013: A Global Phenomenon, Part 2
- 3:09 Antonio Huneeus: Antonio Huneeus corrects the idea that only other countries release files: after FOIA was strengthened post-Watergate, researchers “sued the the CIA”, whose UFO documents made front-page news in the late 1970s, and agencies such as the FBI and DIA have since released files.
- 9:50 Grant Cameron: Grant Cameron quotes the scientist Eric Walker on the subject's link to the mind: “unless you understand about ESP and how it works, you will not be taken in”.
- 10:29 Grant Cameron: Cameron relays Lockheed Skunk Works chief Ben Rich telling engineers at a 1993 talk that “it's going to take an act of God to get this thing out of Congress cuz it's so deep black”.
- 12:06 Nick Pope: Nick Pope says the MoD's air-safety concern was collision: there were near misses close enough that a pilot “flinched and called on one occasion, "Look out. Look out."”
- 12:54 On the 1981 Trans-en-Provence landing, a slide from the briefing document quoting the French space agency's conclusion: “physical phenomenon of unexplained nature, high probability of electromagnetic mode of propulsion”.
- 16:21 Antonio Huneeus: Huneeus cites the 1976 Tehran case, when a huge object “was flying over Tehran” and an Iranian F-4 lost its weapons and instruments, documented by the U.S. government and evaluated by the Defense Intelligence Agency.
- 18:01 Antonio Huneeus: Huneeus on the “electromagnetic effect”: many cases of cars and power failing near UFOs, including a blackout in Joaquín V. González, Argentina, with a cigar-shaped object over the town.
- 25:21 Nick Pope: Asked whether he was told to ridicule witnesses, Pope says not directly, but under an unofficial policy “the press office would deliberately slip in terms such as little green men and flying saucers” to downplay the subject.
- 28:04 The World Chinese UFO Federation's president presents the 1994 Meng Zhaoguo case: a forestry worker who saw “a flying disc within 100 m”, and later said aliens “had implanted some objects into his body”.
- 38:55 Nick Pope: Pope quotes Project Condign's 468-page report: plasma phenomena could have military uses including “air vehicle drag and radar signature reduction or control”.
- 39:45 Antonio Huneeus: Huneeus notes that rocket pioneer Hermann Oberth, author of *The Rocket into Interplanetary Space* (1922), took a serious interest in UFO propulsion.
- 44:38 Antonio Huneeus: Huneeus says “Colonel John Alexander” described an informal 1980s Pentagon group of cleared scientists who briefed generals on UFOs, thinking a big programme existed elsewhere.
- 55:50 Nick Pope: Pope says RAF jets were scrambled against UFOs and former MoD officials describe gun-camera film, but “none of that material has survived” to his knowledge.
- 56:43 Roberto Pinotti: Roberto Pinotti says that in 2000 the head of the Italian Air Force's security department “came in uniform” to present official UFO data at the San Marino symposium.
- 57:32 Grant Cameron: Cameron repeats that Senate staffer Dick D'Amato, on behalf of “Senator Byrd”, was authorised to go to Area 51 to look for black UFO projects, and found nothing he could reach.
Key moments: Citizen Hearing 2013: History & Background, Part 2
- 3:22 Richard Dolan: Historian Richard Dolan: most UFO documents now public came out by the accident of a strengthened Freedom of Information Act; in the late 1970s “over 10 000 pages of documents relating to ufos were released”, until a 1982 order made FOIA harder to use.
- 6:25 Richard Dolan: Dolan reads the CIA's chief of scientific intelligence, H. Marshall Chadwell, in December 1952: the reports “convince us that there is something going on that must have immediate attention”, objects near major defence installations not attributable to natural phenomena or known aircraft.
- 16:15 Antonio Huneeus: Journalist Antonio Huneeus on Grenada's 1977–78 initiative at the United Nations, led by Prime Minister Eric Gairy (“I have myself seen an unidentified flying object”), which ended when his government was overthrown in 1979.
- 23:53 Daniel Sheehan: Attorney Daniel Sheehan says that after the 1976 election Jimmy Carter asked CIA director George H. W. Bush for a UFO briefing and was refused, which led the Congressional Research Service to look into the subject.
- 27:56 Daniel Sheehan: Sheehan says that, as special counsel to that inquiry, he was shown classified Blue Book microfilm including official Air Force photographs of a “crashed saucer on the ground” in snow, and traced the symbols on its dome.
- 39:17 Richard French: Lt. Col. Richard French: he joined the Air Force Office of Special Investigations, whose duties included investigating UFOs, and recorded incidents for Project Blue Book.
- 41:48 Richard French: French describes a fighter that fired its rockets at a UFO violating the prohibited zone over the Hanford atomic facility: “he blew that ufo out of the sky”, but no trace was found when the Columbia River was dragged for 60 miles.
- 45:24 Richard French: French: during about 12 years, “my primary job as a member of the osi was to debunk” UFO reports, with any explanation, such as swamp gas, to maintain secrecy.
- 1:09:01 Richard Dolan: Asked for documents behind Roswell, Dolan cites the July 1947 FBI message and asks why a balloon would be sent to Wright Field; he notes the GAO found the base's records for the period gone.
- 1:15:05 Richard French: French says material from the Roswell recovery went to the Foreign Technology Division at Wright-Patterson, metal no thicker than cellophane that sprang back when crushed, and that there were “eight or nine corpses”.
- 1:32:59 Richard Dolan: Dolan on the CIA's 1953 Robertson Panel: “they used the word debunk”, it's in the document itself, as part of a deliberate effort to ridicule the subject through the media.
Key moments: Citizen Hearing 2013: Nuclear Tampering, Part 1
- 3:40 Robert Salas: Salas: as he started to brief his commander, “we lost alert status on all 10 missiles while this object was above our facility,” each reporting a guidance and control system failure.
- 8:02 Robert Salas: Salas plays his 1996 phone recording of Col. Walter Figel, deputy crew commander at Echo Flight, describing reports of UFOs over two launch sites as all ten Echo missiles went down on 16 March 1967.
- 11:01 Robert Salas: Salas reads from the unit history he supplied: the investigating team's opinion was that “externally generated signals” shut the Echo missiles down, since all ten couplers failing within seconds was very remote.
- 12:00 Robert Salas: Salas: Boeing engineer Robert Kaminski, who led the Echo investigation, was told not to submit his final report because the incident was reported as a UFO event.
- 14:00 Robert Salas: Salas argues that the Air Force kept the Echo and Oscar shutdowns from the University of Colorado (Condon) study, whose report was the basis for ending Project Blue Book in December 1969.
- 17:20 Robert Salas: Salas: the Malmstrom operations officer told Blue Book in writing that his office had “no knowledge of equipment malfunctions” during the UFO sightings; Salas concludes the Air Force “was and is engaged in lying and disinforming the public.”
- 25:20 David Schindele: Schindele: arriving at November Flight after an object hovered over the launch control facility overnight, the crew found the console showing “all missiles were off alert and unlaunchable.”
- 27:20 David Schindele: Schindele says his commander was told by the OSI that they were never to discuss the incident. He kept silent for almost 40 years.
- 30:20 David Schindele: Schindele cites Capt. Val Smith's August 25, 1966 Minot case, described by J. Allen Hynek in the Saturday Evening Post (December 17, 1966).
- 32:29 David Scott: Tech Sgt. David Scott, USAF security police, describes a pulsating red light over a Minuteman site of the 91st Missile Security Squadron at Minot in November 1974.
- 40:20 Bruce Fenstermacher: Fenstermacher: his flight security controller reported a silent, “fat cigar” shaped object with a pulsating white light 80–100 ft above the launch control facility, which then moved over the launch facilities.
- 44:20 Bruce Fenstermacher: Fenstermacher says the missiles never went offline. Back at base, an officer tore up the crew's personal notes and had them sign documents; they were told the incident was classified and “officially never happened.”
- 55:00 Richard Dolan: Dolan cites FBI documents of January 1949 and August 1950 on repeated sightings over Los Alamos, including green fireballs, with some 150 observations by mid-1950, and teletypes on radar unknowns over Oak Ridge in 1950.
- 1:12:01 Robert Salas: Asked why he speaks despite his oath, Salas says he kept silent for nearly 30 years until a 1994 book mentioned the Malmstrom shutdowns; a FOIA request then led the Air Force to declassify the Echo incident.
Key moments: Citizen Hearing 2013: Nuclear Tampering, Part 2
- 4:36 A former missile officer on the panel says UFOs could shut missiles down “until we put emf filters on our missiles in the early 70s”, and that by 1976 they no longer could.
- 5:56 On the October 2010 F. E. Warren AFB incident, a panellist notes “the jury is still out as to whether or not that was a ufo incident”: 50 nuclear missiles went offline while, by some accounts, objects were seen overhead.
- 10:20 Robert Salas: Robert Salas says that in 2004 ABC's Peter Jennings flew him to Dallas for two or three days of interviews for a UFO special, then left him out; he suspects “somebody got to them”.
- 14:05 A former member reads a press report that the “citizen hearing foundation is paying them twenty thousand dollars plus expenses” and calls it insulting to suggest they could be bought; the fee was for five days of hearings.
- 16:14 Roscoe Bartlett describes the congressional EMP Commission, which he says found an electromagnetic-pulse attack could end the U.S. as a sovereign nation, to explain why missile vulnerability matters.
- 17:43 A former member notes that Project Blue Book could not explain 701 of its 12,618 sightings, yet said none threatened national security.
- 31:04 A former launch officer says he thinks the objects are extraterrestrial and here to show “we are on the verge of annihilation” through nuclear weapons.
- 39:01 David Scott: Sgt. David Scott says he was involved in three sightings at three different bases “and not one time did i have to sign anything away”, unlike the launch officers.
- 40:22 Robert Salas: Salas says the Air Force wanted a way out of investigating UFOs, and that if it had let him and fellow officers Figel and Meiwald speak to the Condon committee about their incident, it would have found a serious problem.
- 44:28 A panellist says a Boeing bench test showed that a certain frequency of electromagnetic pulse injected into the missiles' logic coupler disabled it, and that the later shielding answered both nuclear-blast EMP and the 1967 incidents.
- 48:21 A researcher who read the Echo Flight investigation documents says they record that Boeing's concern with how EMF affected the missiles and that “boeing was going to work on” the problem.
Key moments: Citizen Hearing 2013: Opening statements (Mitchell, Hellyer)
- 2:17 Edgar Mitchell: Edgar Mitchell introduces himself as the Apollo 14 astronaut who grew up near Roswell, and says that starting with Roswell “we have been visited by aliens.”
- 7:00 Paul Hellyer: Paul Hellyer: “like my friend Edgar Mitchell, I say without equivocation, we are not alone in the cosmos. We have neighbors.”
- 14:30 Richard Dolan: Dolan quotes an oral history in which Gen. Robert Landry, Truman's Air Force aide, says he was ordered in 1948 to report quarterly to the President on whether UFO incidents posed a strategic threat.
- 15:38 Richard Dolan: Dolan quotes the 1948 Air Force intelligence report “Analysis of Flying Object Incidents in the U.S.”: “some type of flying object has been observed. The origin of the devices is not ascertainable.”
- 31:40 Stanton Friedman: Friedman argues that Blue Book Special Report No. 14 (Battelle, 1955) found about 21.5% of cases unknown, against the 3% cited in the Air Force press release.
- 45:00 Stanton Friedman: Friedman cites the 1969 Bolender memo: UFO reports that could affect national security “are not part of the Blue Book system.”
Key moments: Citizen Hearing 2013: Pilots & Aviation Experts
- 4:35 John Callahan: Callahan says he had all the radar data and voice tapes flown to the FAA Technical Center, where the controller's scope was replayed in sync with the tapes and he filmed the screen.
- 8:15 John Callahan: Callahan relays the Japanese captain's description: no markings, “as big as four aircraft carriers,” with yellow and white lights, following the 747 even through a 360-degree turn.
- 9:40 John Callahan: Callahan: FAA Administrator Donald Engen watched his video, cancelled his appointments and said he had to go and see President Reagan.
- 11:10 John Callahan: Callahan: at a briefing for the President's scientific staff and three CIA officers, a CIA man said “this event never happened, we were never here,” confiscated the data and swore those present to secrecy, adding it was the first time they had more than a minute of radar data on a UFO.
- 12:10 George Filer III: Maj. George Filer (USAF, ret.): in January 1962, flying a KB-50J tanker from RAF Sculthorpe, London control asked his crew to intercept an unidentified object hovering on radar near Stonehenge.
- 15:00 George Filer III: Filer: at about 10 miles the object's lights brightened and it accelerated away almost straight up; London control said there were no rocket launches in the area. He says it was recorded in his navigator's log.
- 32:50 Richard French: Lt. Col. Richard French, a fighter pilot in Korea and Vietnam, describes being sent by the OSI district commander to investigate an object reported in the water off Newfoundland.
- 1:01:30 John Callahan: Callahan tells Bartlett that only the three JAL crew saw the craft, while about 23 people at the FAA reviewed the radar track.
- 1:04:30 John Callahan: Callahan: the FAA's hardware engineers blamed the target beside the 747 on software, and the software engineers blamed hardware. “If it's not a hardware problem and it's not a software problem then what the hell is it?”
- 1:09:20 Richard French: French says that during the 1997 Phoenix Lights he saw a silent craft nearly a mile long pass within 100 yards of him, and rejects the official explanation of flares.
Key moments: Citizen Hearing 2013: Rendlesham Forest Encounter, Part 1
- 6:40 Nick Pope: Pope: the Ministry of Defence's Defence Intelligence Staff assessed the radiation readings at the landing site as “significantly higher than the average background.”
- 8:15 Nick Pope: Pope: the MoD file shows that Gen. Charles Gabriel, commander of U.S. Air Forces in Europe, visited the twin bases soon after the incident and took items from the investigation back to Ramstein without informing the British.
- 10:20 Nick Pope: Pope: some Defence Intelligence Staff UFO files covering the period were destroyed; he knows of no evidence this was a deliberate cover-up.
- 11:35 Nick Pope: Pope quotes Lord Hill-Norton, former Chief of the Defence Staff: either a landing took place as described, or the deputy base commander of a nuclear-armed base and many of his men “were either hallucinating or lying.”
- 12:30 Nick Pope: Pope says his cold-case review examined misidentification, hoax and delusion theories and that “none of these theories fitted the facts.”
- 15:35 Frascogna: before the patrol went in, Penniston heard that an object had been seen on radar over the forest, and Eastern Radar confirmed an object that disappeared over it.
- 19:34 Frascogna: the photographs Penniston took of the craft came back from the base lab overexposed and useless.
- 29:25 Jim Penniston: Penniston says he paced the craft off at about 9 by 9 feet and 6½–7 feet tall: too small, in his view, to be piloted.
- 30:30 Jim Penniston: Penniston: about a week later, Halt told them a team from Langley had cordoned off the site and controlled entry for several days.
- 33:55 Nick Pope: Pope: when a UFO was also tracked on radar, the MoD would “decouple” the two, calling radar “not an exact science” and treating it separately from the eyewitness testimony.
- 36:05 Nick Pope: Pope: the MoD's UFO project, modelled on Project Blue Book, was closed in the 2009 defence cuts.
- 39:10 Jim Penniston: Penniston says he had trouble walking within three weeks, but answered “no” when the base hospital asked about radiation exposure because he was under orders to keep the incident top secret.
- 43:00 John Burroughs: Burroughs: shortly after the incident his gums turned white, and months later a doctor found a heart murmur, though his Air Force entry physical had been clean.
- 47:30 John Burroughs: Burroughs: a VA doctor told him she had no DD Form 214 and no medical records for him from 1979 to 1982, saying “there's people above us that handle this.”
- 1:05:30 Jim Penniston: Penniston: walking around the craft he saw the glyphs and was relieved at first, expecting a U.S. marking; “I never believed in UFOs, ET, alien, and I still don't, by the way.”
- 1:06:30 Jim Penniston: Penniston says the craft hovered about two feet off the ground with no landing gear, did not move when pushed, and felt like smooth metal, warmer than the freezing air.
- 1:09:05 Nick Pope: Pope: Halt's memo, released under FOIA in 1983, forced the authorities to acknowledge an incident after the press office had said nothing occurred.
- 1:11:40 Jim Penniston: Penniston: on the second night a beam of light reportedly shut off a patrol vehicle; on the third, Halt recorded about 17 minutes of tape, including “there's a beam of light shining down on our feet.”
- 1:16:15 Jim Penniston: Penniston says they were told by AFOSI to give the wing commander a sanitized account, and that no one was ever relieved under the Personnel Reliability Program, which he takes as a sign they were believed.
- 1:35:45 Bartlett questions the radiation evidence: residual radiation the next day would require something left behind. Pope cites three triangular indentations and scorched trees noted by the disaster preparedness officer.
- 1:40:20 Jim Penniston: Penniston says their watches were 45 minutes off and radio contact was lost for over 45 minutes; Bartlett suggests he may have been unconscious for that time.
- 1:44:25 John Burroughs: Burroughs says that when he requested the 81st Tactical Fighter Wing history at Maxwell AFB, December 1980 was missing and classified.
Key moments: Citizen Hearing 2013: Rendlesham Forest Encounter, Part 2
- 1:01 Nick Pope: Nick Pope points to the declassified Ministry of Defence file on Rendlesham, a document “dated february the 16th” 1981 saying USAFE commander Gen. Charles Gabriel visited the base and took evidence back to Ramstein, as a starting point for FOIA requests.
- 3:43 Jim Penniston: Jim Penniston says the sketches of the craft and its symbols came from his Air Force police notebook: “i do have my own notebook and it's in my possession”.
- 9:50 Jim Penniston: Penniston says AFOSI agents he did not know threatened him in a “good cop bad cop” interview, then handed him a typed half-page statement that was not his and said “we want you to memorize” it as his official account for the wing commander.
- 13:07 Jim Penniston: He says he had given AFOSI a full written statement, “four pages”, with the craft's temperature, its position above the ground and the glyphs, which the wing commander never saw.
- 15:26 John Burroughs: John Burroughs says “the c5 came in on sunday night” with a team reported to be from Langley AFB with its own helicopters, vehicles and security.
- 17:27 John Burroughs: Burroughs: “none of us were ever brought in and officially debriefed”, checked medically or relieved of duty.
- 22:07 Jim Penniston: Penniston says the craft hovered and turned before leaving, which told him “it's intelligent control of some kind”, and that he has never seen technology that could do what it did.
- 24:35 Jim Penniston: Penniston says that under hypnosis in 1994 he recalled being interrogated again around 1 February 1981, when he “was administered sodium pentathol”; it was not a conscious memory.
- 26:38 Jim Penniston: Penniston notes that the nearby Orford Ness site had hosted “cobra mist”, an over-the-horizon radar shut down before the incident, and suggests the area's secret facilities drew the object.
- 32:36 Jim Penniston: Asked whether it was “little green men”, Penniston answers “absolutely not”: it was a craft of unknown origin, whose origin he could not determine.
- 35:35 Jim Penniston: Penniston says he lived for 31 years with the guilt of giving the wing commander the shortened statement, until Maj. Gen. Gordon Williams told him: “don't worry about it following orders”.
- 44:06 John Burroughs: Burroughs says that besides his physical problems, “i have a pacemaker defibrillator in me now at 52”, they still do not know what they were exposed to.
- 45:43 Nick Pope: Pope says the British government will still “neither confirm nor deny the presence of nuclear weapons” at Bentwaters and Woodbridge, even historically.
- 1:02:03 John Burroughs: Burroughs says the government sent them papers implying perjury 32 years later, and “i've had the nsa call me on my cell phone just to see how i was doing”.
- 1:14:47 Jim Penniston: Penniston says he drew the craft “the 27th 28th 29th” of December, within a day or two of the encounter, and later cleaned up the freehand sketch; the glyph drawings were never submitted, as AFOSI showed no interest.
Key moments: Citizen Hearing 2013: Roswell, Part 1
- 3:51 Donald Schmitt: Researcher Donald Schmitt: on 8 July 1947 Roswell Army Air Field announced it “had captured a flying saucer on a ranch north of town”; within five hours the story had become a weather balloon.
- 6:54 Donald Schmitt: Schmitt says that, after Rep. Steven Schiff's inquiry, the Pentagon added Project Mogul and then crash-test dummies, so that “we now have four official versions of one historic event”.
- 9:37 Donald Schmitt: Schmitt says he and Tom Carey have “interviewed over 600” people directly or indirectly involved, for four books on Roswell.
- 14:14 Stanton Friedman: Nuclear physicist Stanton Friedman says “there were at least three flying saucer crashes in new mexico” in early July 1947, including one near Corona.
- 15:43 Stanton Friedman: Friedman recalls how the modern Roswell story began: in 1978 a TV station manager in Baton Rouge told him “the guy you really ought to talk to is jesse marcel he handled the wreckage”, and he phoned Marcel the next day.
- 25:54 Kevin Randle: Retired Lt. Col. Kevin Randle says the rancher's son Bill Brazel later found pieces at the site, including a wire that carried light end to end, “which of course is fiber optics”, and foil that unfolded itself.
- 26:30 Kevin Randle: Randle says the base provost marshal, Maj. “edwin easley”, believed he had promised the president not to talk, and that Easley confirmed the rancher had been held at the base.
- 32:27 Kevin Randle: Randle disputes the Air Force's Mogul explanation: the diary of project leader Albert Crary says “flight number four had been canceled”, the very flight the Air Force blamed.
- 39:10 Jesse Marcel Jr.: Jesse Marcel Jr.: his father woke the family in the night after collecting debris from the Foster ranch; “i was 11 years old at the time”.
- 40:36 Jesse Marcel Jr.: Marcel Jr. passes round “a replica of one of the i-beams” he saw in the debris, describing foil that returned to its shape and black plastic-like pieces.
- 41:56 Jesse Marcel Jr.: Marcel Jr. says his father flew the material to Gen. Ramey's office in Fort Worth and, back home, told them “you will never talk about this this is a non-event”.
- 50:00 Marcel Jr.'s daughter, a hypnotherapist, says that under forensic hypnosis her father again described holding the beam to look at “the purple reflecting symbols”.
- 51:23 The family quotes Maj. Jesse Marcel, interviewed three decades later: “it was not anything from this earth that i am quite sure of”.
- 1:02:15 Jesse Marcel Jr.: Marcel Jr. says Senate staffer Dick D'Amato interviewed him in a secure room under the Capitol and, pointing to Whitley Strieber's novel *Majestic*, told him “this is not fiction”.
- 1:22:46 Donald Schmitt: Schmitt cites Brig. Gen. Arthur Exon of Wright Field's testing division, who said there was “a unanimous consensus that the materials had to be from space”.
- 1:24:21 Jesse Marcel Jr.: Asked whether his father saw bodies, Marcel Jr. answers: “no he did not see the body”.
- 1:30:06 Donald Schmitt: Schmitt relays the sheriff's granddaughter: her grandmother told her the military warned Sheriff Wilcox “we will kill you and we will kill your family” if he talked.
- 1:33:46 Pressed for any 1947 record of bodies, Randle concedes: “we have no documentation from that time frame”, only people who spoke about it later.
- 1:39:05 Donald Schmitt: Schmitt says that when Maj. Marcel demanded to see the counter-intelligence report, Capt. Sheridan Cavitt replied “it's out of my hands take it up with washington”.
Key moments: Citizen Hearing 2013: Roswell, Part 2
- 2:28 Richard French: Lt. Col. Richard French says that while at Alamogordo for altitude training he learned of an accident near White Sands, and watched a fighter take off at high speed that “fired a rocket” at an unidentified object.
- 3:07 Richard French: French says he was asked to review items from the crash site, where “an unknown number of humanoids either killed or injured” were found; the craft's parts had markings like “Arabic”, and parts and casualties went to Wright-Patterson's Foreign Technology Division.
- 8:35 Richard French: Questioned closely, French clarifies that he did not see the beings: “No, I didn't see them. I said that I was told about them.”
- 11:31 Richard French: French says a friend, Col. George Cristo, confirmed where the material went: “Yes, that's where the parts went.”
- 13:31 Stanton Friedman: Asked for the best evidence of beings, Stanton Friedman cites Betty and Barney Hill, “carefully investigated by Dr. Benjamin Simon”, a psychiatrist who held ten hypnosis sessions with each.
- 16:16 Donald Schmitt: Donald Schmitt relays rancher Mac Brazel's reply to a suggestion of monkeys in rockets: “They weren't any monkeys. They weren't human.” His granddaughter heard him speak of “the poor unfortunate creatures”.
- 20:41 Stanton Friedman: Friedman calls the Air Force's explanation “Project Mogul nonsense”: Mogul's purpose was secret, but its balloons and radar reflectors were ordinary materials the officers would have recognised.
- 23:10 Stanton Friedman: Friedman says the Alamogordo newspaper shows the military “staged the launch of a radar reflector weather balloon” for the press soon after the Roswell announcement.
- 29:34 Donald Schmitt: Schmitt says the Air Force's 1994 report relied on Sheridan Cavitt, the counter-intelligence officer, who told its investigator Col. Richard Weaver he recognised a balloon at once, after telling Schmitt and Randle he had not been there: “we caught him in a flat lie”.
- 40:29 Kevin Randle: Kevin Randle says Mac Brazel was held at the base for days, and that radio station KGFL's recorded interview with him was suppressed, according to testimony from co-owner “Jud Roberts”.
- 46:56 Jesse Marcel Jr.: Jesse Marcel Jr. says he asked his father before he died whether debris would still be at the site: “no, they vacuumed the place up.”
- 50:33 A researcher cites the “FBI telex” sent from the Dallas office at 6:17 that evening, after Gen. Ramey's weather-balloon announcement, arguing that it shows the balloon story did not match what Wright Field had been told.
- 53:00 Kevin Randle: Randle: the Mogul arrays were off-the-shelf weather balloons and radar targets, and when the Soviets tested their first bomb in 1949 “Mogul failed” to detect it.
Key moments: Citizen Hearing 2013: Science & Technology
- 4:32 Robert M. Wood: Aerospace engineer Robert Wood says that after he told two McDonnell Douglas executives in the late 1960s that UFOs were real craft, one asked “how much would it cost to take a look at that question”, and a small low-key project began.
- 5:24 Robert M. Wood: Wood says the project interviewed an abductee, tried to devise physics allowing faster-than-light travel, built an instrumented van to chase sightings and “spun magnets in space to try to change their weight it didn't change”.
- 5:56 Robert M. Wood: Wood says he was invited to testify at the 1968 House Science and Astronautics Committee “symposium on unidentified flying objects” but declined, having no breakthroughs to report.
- 8:15 Robert M. Wood: Wood says a sensitive remote-viewing project he managed was funded by “james s mcdonald” (James S. McDonnell), the company's CEO, from his foundation.
- 9:01 Robert M. Wood: Wood says he read a classified version of the report on the Iranian Air Force F-4 pilot “attempting to fire a missile at a ufo only to have his control shut down” as he thought about firing.
- 16:24 Steven Greer: Steven Greer says Gen. Jimmy Doolittle investigated the wartime foo fighters for Roosevelt and told him “they are interplanetary vehicles”. No record of this is known.
- 18:01 Steven Greer: Greer says that “the roswell event was actually a downing of an extraterrestrial vehicle by a electromagnetic system” hidden near the base.
- 20:53 Steven Greer: Greer lists facilities he says run secret programmes, from Edwards and Area 51's S-4 to “the dugway proving grounds” in Utah, which he calls the most important, all underground.
- 21:36 Steven Greer: Greer says that at an underground base in Arizona one of his witnesses “worked on nine separate extraterrestrial vehicles” brought down by electromagnetic pulse weapons.
- 32:30 Physicist Thomas Valone quotes a deputy director of the National Reconnaissance Office: advanced propulsion work tends to become “more and more classified until they're out of sight”.
- 39:48 Podiatric surgeon Roger Leir says that objects he removed from patients who report abductions included “a small run of ceramic-like glass”, which he says turned out to be an experimental rocketry material.
- 42:00 Leir says some objects emitted “10 milligauss” on a gaussmeter, more than a television camera, and that pathology showed “no inflammatory reaction”. His findings have not been published in peer-reviewed journals.
- 1:11:04 Steven Greer: Greer says his briefing for DIA director “general patrick hughes” focused on weaponised “scalar” technologies outside congressional oversight.
- 1:18:25 Asked about the reported Skunk Works boast that they could take ET home, Valone points to Ben Rich's book, which he says “specifically described the sundown rule” for classified projects.
Key moments: Citizen Hearing 2013: South American Encounters, Part 1
- 10:45 A. J. Gevaerd: Brazilian researcher A. J. Gevaerd, editor of UFO magazine, describes a meeting weeks earlier between six civilian researchers and “10 personnel from Army, Air Force and Navy at the Ministry of Defense of Brazil”, which promised them an open channel to the armed forces.
- 12:55 A. J. Gevaerd: Gevaerd says Brazil was “one of the first countries in the world to officially admit” the visitations, in 1954, and that the Air Force ran a UFO investigation system from 1969 to 1972.
- 15:15 A. J. Gevaerd: Gevaerd on the Brazilian Air Force's “Operation Saucer” (Operação Prato) of 1977 in the Amazon: over 500 photographs and 16 hours of film of UFOs, some at close range.
- 16:32 A. J. Gevaerd: Gevaerd says the operation's commander chose him to give an interview “20 years after it was ended”, describing the mission in detail. The commander was Col. Uyrangê Hollanda.
- 18:57 Antonio Huneeus: Journalist Antonio Huneeus on Chile's official committee “known as CEFAA”, set up in 1997 under the civil aviation authority rather than the air force, because UFOs can be a risk to air safety.
- 24:47 Antonio Huneeus: Huneeus quotes CEFAA's director Gen. Ricardo Bermúdez on a case seen by two airliners approaching Santiago and a navy aircraft: “Three airplanes the same phenomenon.”
- 26:26 He describes the “El Bosque” case, an object caught on several videos of the Chilean Air Force's air parade at the academy in Santiago, released by Gen. Bermúdez.

- 55:32 Oscar Santa María Huertas: Col. Oscar Santa María shows a U.S. Defense Department report on the La Joya incident, which he calls a “1982 document”: it records that an Su-22 tried and failed to destroy an object over the base.
- 59:17 Oscar Santa María Huertas: Santa María: ordered up on 11 April 1980 to shoot down what looked like a balloon, he fired “a charge of uh missiles” at close range (in the interpreter's words; he has elsewhere described cannon fire), but the object was not damaged.
- 1:01:55 Oscar Santa María Huertas: He says the object kept climbing past him, at Mach 1.6, until it stopped at “19,200 m about 63,000 ft”.
- 1:02:34 Oscar Santa María Huertas: From about 100 metres he saw that “this balloon was not a balloon”: about 10 m across, a cream enamelled dome on a wide silver metallic base, with no wings, engines or windows. “I am convinced that there is extraterrestrial technology and life.”
- 1:13:48 Argentine journalist Alejandro Chionetti on the Argentine Air Force's UFO commission, now led by “Commodore Guillermo Aloy”.
- 1:15:27 Chionetti recounts the 1995 Bariloche case, when an object paced Capt. Jorge Polanco's airliner on approach and “there was a general blackout in the city”.
Key moments: Citizen Hearing 2013: South American Encounters, Part 2
- 8:41 A. J. Gevaerd: A. J. Gevaerd says Operação Prato began because people around Colares could not leave and “over a thousand people were attacked” by lights during that period, so community leaders asked the state of Pará for help.

- 15:40 Operação Prato “started in in september 1977” and ended in December 1977, Gevaerd says.
- 22:42 Anthony Choy: Anthony Choy relays witness accounts that in the 1980s an object fell in Peru and its remains were taken away by helicopters “definitively not part of the peruvian armed forces”; asked whose, he says “apparently they were american”.
- 31:53 Oscar Santa María Huertas: Col. Oscar Santa María says that when he read the U.S. Defense Department memo dated June 1980, he knew it described him: in 1980 “the only encounter with a ufo was my encounter”.
- 33:39 Oscar Santa María Huertas: Santa María clarifies the weapon: “bursts of 30 millimeter shells”; with a target of 10 by 10 metres and his marksmanship awards, “the possibility of missing was zero”.
- 36:17 Oscar Santa María Huertas: He says that when he drew alongside at Mach 1.3, the stationary object “achieved 1.2 mac in a question of seconds without any engines”.
- 37:03 Oscar Santa María Huertas: Santa María: base intelligence officers searched catalogues of spy devices, but all had engines and there was “nothing similar to what i had observed”.

Key moments: Citizen Hearing 2013: The Truth Embargo
- 4:19 In a video interview recorded by Richard Dolan, an unnamed 77-year-old man who says he worked under a CIA cover name from the late 1950s says Project Blue Book “was kind of partially a fraud”. Asked by the interviewer whether some of the Blue Book cases were “completely fictitious”, he answers “yes”, adding that the cases came to them from Fort Belvoir. His identity and service are unverified.
- 8:44 He says that in the Oval Office, President Eisenhower was told that MJ-12 people at Area 51 and S-4 said “the government had no jurisdiction” over what they were doing, and that Eisenhower threatened to send “the first army from colorado” to take the base over.
- 10:50 He says he and his boss were flown to S-4, where he saw recovered craft, the Roswell craft among them: it “looked like real heavy aluminum foil” and could be rocked by hand.
- 11:44 He says that at S-4 “we viewed the autopsy film”, and that his boss was allowed a partial interview with a live grey alien while he watched.
- 16:47 He says that after he first spoke to Linda Moulton Howe, “two guys in a black suits” stopped him outside a grocery store and told him not to publish or talk to her again.

- 41:43 Jeffrey Torres testifies for his father, Maj. Milton Torres (“major milton john taurus” in the captions), a U.S. Air Force fighter pilot who flew from RAF Manston in England in the 1950s.
- 46:10 He says his father received “the authentication code to fire” on a hot mission to shoot down an object over the North Sea, and that his radar showed a target “as big as an aircraft carrier”.
- 49:02 Torres says the object broke lock on all radars and left at a speed his father estimated as “mach 10”, and that an NSA man later “swore dad to secrecy”. The case surfaced in the Ministry of Defence files released in 2008.
- 1:14:55 Dolan recommends NASA engineer Paul Hill's posthumous study “unconventional flying objects a scientific analysis” on how UFOs might move without breaking physics.
