Claim
The U.S. holds recovered craft of non-human origin and runs a secret program to reverse-engineer them
Also known as crash retrieval claim, legacy program claim, reverse-engineering claim
Disputed. AARO's 2024 historical report found “no empirical evidence” for it and says the companies named denied it on the record; the people making the claim say the evidence is held in classified programs that AARO did not reach. (AARO Historical Record Report, Volume 1)
The central claim of the disclosure debate: that the United States, through government agencies and defence contractors, has recovered craft that were not made by humans, and has spent decades trying to reverse-engineer them, out of sight of Congress.
Almost everyone who makes it says they were told by others, or describes what they say they saw without producing a record; the official record so far contradicts it. The timeline below shows who has said it and how they say they know: first-hand accounts, accounts relayed from unnamed sources, and the official findings against it.
Evidence against
- AARO Historical Record Report, Volume 1: AARO “found no empirical evidence” of reverse-engineering of extraterrestrial technology by the government or private companies
- KONA BLUE: AARO: the KONA BLUE proposal “was never approved or stood up”, and no craft or bodies were ever collected
Comment
- Schumer–Rounds UAP Disclosure Act (UAPDA): Gives “legacy program” a legal definition in proposed law; a definition, not proof that one exists
