Special Access Program
Also known as SAP, special access program
A Special Access Program is a U.S. government security arrangement that restricts access to especially sensitive information to people with a specific need to know, beyond what a standard Top Secret clearance allows. SAPs are established under executive order and overseen within the Department of Defense and other agencies.
SAPs come in several kinds, including unacknowledged and "waived" programmes, which are linked from this entry. Whistleblowers allege that UAP crash-retrieval work is hidden inside such programmes.
