Concept
Waived SAP
Also known as waived special access program, Gang of Eight
A waived SAP is a type of unacknowledged special access program so sensitive that the Secretary of Defense waives the standard requirement to report it to the congressional defence committees. Under 10 U.S.C. § 119, the Secretary must instead report the programme and the justification for the waiver jointly to the chairman and ranking minority member of each congressional defence committee, a handful of people rather than the full committees.
UAP whistleblowers argue that this mechanism keeps crash-retrieval programmes hidden even from most members of Congress.
