Program

Legacy program

Also known as legacy program, legacy programs, UFO legacy program, crash retrieval program, multi-decade crash retrieval program

The central, unproven allegation of the disclosure debate. “Legacy program” is the name used for a long-running, highly compartmented effort, government and contractor, to retrieve and reverse-engineer craft and biological remains of non-human origin, said to date back to the 1940s and to be hidden from Congress.

Its existence has not been officially confirmed. The record holds a legal definition (the UAP Disclosure Act), sworn and public testimony asserting it (Grusch, Davis and others), one documented proposal for such an effort (KONA BLUE, never approved), and an official finding that found no evidence for it (AARO, 2024). This entry is filed under Programs to describe what is alleged, not to assert that it exists.
