Unidentified Anomalous Phenomena: Exposing the Truth
"Unidentified Anomalous Phenomena: Exposing the Truth" was a joint hearing of two House Oversight subcommittees on 13 November 2024, chaired by Reps. Nancy Mace and Glenn Grothman.
The witnesses were Rear Adm. Tim Gallaudet, who described a 2015 "URGENT SAFETY OF FLIGHT ISSUE" email that later vanished; Luis Elizondo, who testified that "UAP are real" and that the U.S. possesses UAP technologies; the journalist Michael Shellenberger, who delivered the "Immaculate Constellation" whistleblower report; and the former NASA official Michael Gold, who argued for scientific study free of stigma.
The Immaculate Constellation report was entered into the record; the Pentagon said it has no record of such a programme. The printed record is filed here.

Key moments: Unidentified Anomalous Phenomena: Exposing the Truth
- 31:33 Glenn Grothman: Grothman: briefings with the DoD and IC inspectors general and AARO have not been able to substantiate David Grusch's 2023 claims, despite Members questioning them inside and outside the SCIF.
- 32:37 Glenn Grothman: Grothman on the drone swarm over Langley AFB the previous December: drones about 20 feet long, over 100 mph at more than 3,000 feet, origin still unknown.
- 37:30 Jared Moskowitz: Moskowitz: of 366 sightings in the AARO/ODNI report, 171 remain uncharacterized — “a nice way of saying we do not want to tell you what they are.”
- 41:03 Nancy Mace: Mace enters into the record the 12-page document Michael Shellenberger brought describing the unacknowledged special access program “Immaculate Constellation”.
- 44:03 Tim Gallaudet: Gallaudet recounts the urgent flight-safety email received during the 2015 exercise, with the “GoFast” video attached.
- 45:10 Tim Gallaudet: Gallaudet: the next day the GoFast email “disappeared from my account and those of the other recipients without explanation”, and the subject was never raised again; he concluded the information sat in an intelligence-agency special access program.
- 49:18 Luis Elizondo: Elizondo: “UAP are real. Advanced technologies not made by our government or any other government are monitoring sensitive military installations around the globe. Furthermore, the U.S. is in possession of UAP technologies, as are some of our adversaries.”
- 56:33 Michael Shellenberger: Shellenberger: the whistleblower report says Immaculate Constellation is a parent USAP consolidating UAP imagery and signature intelligence from tasked and untasked platforms; cases include orbs forcing an F-22 out of its patrol area.
- 57:46 Michael Shellenberger: Shellenberger: a second source described a 13-minute HD video, found on SIPRNet, of a white orb coming out of the ocean about 20 miles off Kuwait, joined by a second orb.
- 1:01:26 Michael Gold: Gold: members of NASA's UAP independent study team, especially academics, “were mocked and even threatened for simply having the temerity to engage in the study of UAP.”
- 1:03:47 Michael Gold: Gold: the study team recommended using NASA's Aviation Safety Reporting System, which has collected nearly 2 million confidential reports in 47 years, to gather UAP data from pilots.
- 1:06:38 Tim Gallaudet: Gallaudet on the satellite imagery: he can only give details in a closed setting, but analysts called the object “the button” — “a disc-shaped object.”
- 1:07:47 Luis Elizondo: Elizondo says documentation he signed three years earlier bars him from discussing crash retrievals; asked yes or no, he says the government has run secret UAP crash-retrieval programs designed to reverse-engineer craft.
- 1:08:09 Luis Elizondo: Asked by Mace whether injured government employees are compensated, Elizondo: “That is correct”, adding that he has seen U.S. government documentation for several individuals injured in UAP incidents.
- 1:16:07 Tim Gallaudet: Gallaudet on the USS Omaha case off southern California: bridge watchstanders saw an object with no exhaust or control surfaces go from the air into the sea — transmedium travel.
- 1:18:39 Tim Gallaudet: Gallaudet: a meeting with AARO turned into “an hours-long influence operation” to defend its historical record report and suggest the Tic Tac was American technology, which Fravor and Dietrich reject.
- 1:20:16 Luis Elizondo: Elizondo: there is enough data to suggest a relationship between UAP and sensitive military installations, nuclear equities and Department of Energy sites, going back decades.
- 1:21:56 Michael Shellenberger: Asked for evidence for Immaculate Constellation, Shellenberger says the report described cases new to him, so it was not circular reporting, and that more than one other source confirmed the program's name.
- 1:24:24 Luis Elizondo: Elizondo agrees with Grusch that the U.S. has run a multi-decade crash-retrieval and reverse-engineering program, and says UAP programs are operating without proper congressional oversight: “One hundred percent.”
- 1:34:09 Michael Shellenberger: Shellenberger: after publishing he was told, by a single source he could not confirm, that the USAP is managed by the Department of Defense but held at the White House.
- 1:38:05 Michael Gold: Gold: “probably the vast majority of UAP are drones, experimental aircraft, weather conditions”, but a percentage are not — and anomalies are where discoveries are made.
- 1:45:15 Asked by Rep. Garcia, all four witnesses say part of the government is knowingly concealing UAP evidence; Gallaudet sees “strong evidence that they are nonhuman higher intelligence”, Elizondo agrees, Shellenberger and Gold do not know.
- 1:51:43 Tim Gallaudet: Gallaudet: he believes an intelligence agency treated the GoFast email as “spillage” into a lower classification, which is why the communications were removed.
- 1:57:30 Luis Elizondo: Elizondo: a DOPSR-cleared document says AAWSAP tried to collect material of unknown origin; an aerospace contractor asked to divest material collected in the 1950s, but the transfer to Bigelow Aerospace was blocked — it needed a Secretary of the Air Force memo that never came.
- 2:00:44 Luis Elizondo: Asked by Rep. Burlison whether the U.S. possesses bodies, Elizondo: “Yes. Yes, sir”, adding it was discussed at the Pentagon but the collection predates his birth.
- 2:07:09 Tim Gallaudet: Gallaudet: the 2020–2022 DoD UAP Task Force led by Jay Stratton had the first comprehensive whole-of-government approach, which witnesses want restored.
- 2:23:32 Tim Gallaudet: Gallaudet: withholding UAP information from Congress infringes its oversight duties — “This UAP issue may be the greatest issue of our time, and it is being hid from you.”
