The United States Department of Defense and the Intelligence Community Are Withholding Information About Anomalous Phenomena From Congress

Also known as Immaculate Constellation report

A whistleblower report submitted to Congress by the journalist Michael Shellenberger and entered into the record of the House Oversight hearing of 13 November 2024 by Rep. Nancy Mace. Its author, unnamed, alleges that "Immaculate Constellation" is an unacknowledged special access programme, set up after the 2017 AATIP revelations, that collects and controls high-quality imagery and sensor data on UAP gathered by U.S. military assets, keeping it from circulating within the military intelligence enterprise.

The report claims the programme demonstrates a capability to "detect, quarantine, and transfer UAP and RV [Reproduction Vehicle] collection incidents". Shellenberger says a former intelligence official confirmed the programme exists and is run from the Office of the Secretary of Defense.

The Department of Defense said it has "no record, present or historical" of any special access programme by that name. The report's text is reproduced in Shellenberger's written testimony.
