DOPSR case 22-SB-0151: prepublication clearance of Lacatski, Kelleher & Knapp's “Book 2” (April 24, 2023)

This 22-page Pentagon file records the prepublication clearance of the second book by former DIA scientist James Lacatski with Colm Kelleher and George Knapp. In a letter of 24 April 2023, the Defense Office of Prepublication and Security Review (DOPSR) answers Lacatski's request of July 2022: the manuscript "The U.S. Government's Secret UAP/UFO Program: The Beginning - Initial Planning and Investigations" is "CLEARED for public release", published later in 2023 as Inside the US Government Covert UFO Program.
The letter stresses that clearance does not "imply Department of Defense (DoD) endorsement or factual accuracy of the material". Internal emails describe it as a 143-page manuscript by a former DIA employee that also went through DIA review, and note that some of the authors' earlier work was cleared in May 2021.
The file matters because the book contains Lacatski's statement that the U.S. possesses a UFO and has gained access to its interior: clearance shows the Pentagon allowed that statement to be published, not that it verified it. The Department of Defense released the file under FOIA.
