All right, let's start with our definitions. What does non-human intelligent life mean? Well, Chris, that's the catch-all term for everything that we can't really classify as

1:02 obviously human or any living thing on the planet. We started using that term because it helps soften, I guess, the term alien. You know, if you throw out the term alien, then people assume context of origin and other things. And NHI, non-human intelligent life, really brings in a more encompassing term to catch all kinds of potential explanations for what we're seeing out there. But to me, it's either you're one of us or you're something else, okay? So have you seen anything that is not one of us but is an intelligent life form? I have, and I go into great detail in my book. And I think the context that I provide around what I've seen in the line of duty, both while I was part of the Defense Intelligence Agency's original UAP program called OSAP, all the way through the UAP task force, we're talking from 2005 all the

2:05 way to the 2020s. And I think it's important for the context I provide because it's hard to wrap your head around, Chris, the fact that someone is telling you. Well, it depends on what you mean, Jay. If you mean I saw this thing flying and it was making decisions that show and tell, that's one thing. Oh, true. I'm talking about have you seen a body? Have you seen something that looks like it could be alive and sentient at some time before you saw it? Absolutely. Over the course of the investigation, again, as the most senior guy to investigate UAP and non-human intelligence life for the government. In the book, though, you don't detail in the book what it looked like. Yes, sir. You give us the context of where you were and how it happened, and I'm not questioning that you saw it, but you've got to give me something, man. What did you see that let you know this was nothing like what you had seen before? What did it look like? Well, Chris, as I do go into detail in the

3:05 book, what I witnessed initially was this humanoid-looking creature, whatever you want to call it, non-human intelligence life, looking at my son through the window as I got up to go to work. Now, I'm up. I'm moving. I'm very, very awake. I got up early every day in D.C. to go to the office, so it wasn't like I'm groggy and looking at this. What I saw was unmistakably a non-human being looking at my son. Why did you? That wasn't the first time I saw it. What made it non-human looking? Because sometimes when Dusty and I do the radio show, and it's been a late night, and I see her for the first time when we're doing the show at about 6.45, every once in a while, I got to look twice, Jay. So what was it that you saw looking out the window where you were like, this is not one of us? Well, it was a very large head, very small black eyes, very small nose if it had one, and a small slit for a mouth. Very large head, and it was watching my son, and as I went around the corner, I startled it. It jumped, it looked towards me, we made eye

4:06 contact, and I ran out of my house to chase this thing because I've always run towards the danger. So I went trying to get to this thing, and by the time I stepped outside, it was completely gone. Completely gone. And you're saying that you had some context for this because it wasn't unlike something you knew about from your investigative work. Yeah, that's correct. So at this point, that was much later. I've already been looking at this for almost a decade at this point, and some of the on-the-ground investigations that I had conducted, I came and encountered other, you know, two legs, two arms, but much larger, basically seven to eight feet. I'm not sure how far, or tall it was, but it was a lot taller than me, and I'm six feet tall. So it wasn't my first encounter. I've seen these things out there with my own eyes, but I've dealt with many, many reports over the years. So this is the riddle, and this book is dense, but it is detailed. Like, you can really follow it along.

5:08 You've been very sequential in your thinking, very insistent on documentation. There's a big appendix. Here's what I don't get. The White House was okay with you putting the book out, but the White House has never admitted what you just said. How do those two things go together? How is it okay for you to put it out, which means it doesn't have classified information, but you just told me you saw ET. So what's going on here? In the course of my investigation, I uncovered this deeply hidden program we call the Legacy Program. It's called the Legacy Program. It's comprised of CIA, the Air Force, the Department of Energy, and the defense contractor community. This program has been keeping this secret, this 80-year secret from not only Congress, but the president. So the president is unaware of this very large effort, and really, this program is in a secret Cold War race to recover and reverse engineer hardware, I'm sorry, craft of non-human origin.

6:08 So the country that wins that race is the superpower for the next 100 years. So it's very important. That's a key reason why I'm coming forward, Chris, because I want to stomp up and down, as I have over the last 20 years, to make sure that the U.S. government is paying attention to this, and that that secret is briefed appropriately to Congress and the president, so that we can come together as a country and tackle this problem and win.
