Transcript of a presentation by Captain Edward J. Ruppelt, March 1952 (DOW-UAP-D154)
Also known as Ruppelt presentation 1952, DOW-UAP-D154
The transcript of a presentation that Capt. Edward J. Ruppelt, project engineer of the Air Force's reorganised UFO investigation at the Air Technical Intelligence Center, gave on 26 March 1952, released by the Department of War in its sixth PURSUE release (September 2026) together with the audio recording. Ruppelt went on to lead Project Blue Book.
He reviews the history since Kenneth Arnold's sighting, the specialists of the early studies and their conclusions, the reopening of the project in October 1951, the Lubbock lights photographs, radar cases and the Mantell crash, and the plans for diffraction-grating cameras and radar-scope photography. The transcript is the Department's own; our copy is its PDF.

Facts and claims
- documented Ruppelt traces the reports back to 1947, when “The first ones were sighted by a Kenneth Arnold in June of 1947”, and says the newspapers and radio “introduced a little bit of, probably a little bit of mass hysteria” into the problem; the Air Force took over the project soon after “because the public demanded an explanation”. — Edward J. Ruppelt Source: doc-ruppelt-presentation-1952.pdf
- documented He names the specialists of the early study: “a Dr. J. A. Hynek, an astronomer at Ohio State, Dr. G. Valley of the Scientific Advisory Board”, an Aeromedical psychologist, the RAND Corporation, the Air Weather Service, Cambridge Field Station and the Weather Bureau; with about 300 reports, “they all agreed that they didn't know exactly what they were. However, there were obviously no direct threat to the United States”. — Edward J. Ruppelt Source: doc-ruppelt-presentation-1952.pdf
- documented Of about 800 cases on record by 1952, he says, only about 2% were hoaxes, and “about 20% are very good reports offered by very reliable people and are just absolutely no conclusions can be drawn.” The project had been dropped as a special project in 1949 and reopened the previous October, with Ruppelt as project engineer. — Edward J. Ruppelt Source: doc-ruppelt-presentation-1952.pdf
- documented Asked whether the project was classified top secret, he replies that it is carried as confidential: “The only time this was classified top secret was right after it came out.” — Edward J. Ruppelt Source: doc-ruppelt-presentation-1952.pdf
