Intelligence Community Directive 906: Controlled Access Programs
Also known as ICD 906
Intelligence Community Directive 906 sets the rules for Controlled Access Programs (CAPs), the intelligence community's version of special access programmes, under Executive Order 13526. It applies to CAPs established under the Director of National Intelligence's authority, both SCI and non-SCI, and states that CAPs exist "to protect extraordinarily sensitive national security operations, capabilities, and intelligence activities", that they must be "kept to an absolute minimum", and that their effect on information sharing must be weighed.
It explicitly does not cover special access programmes set up by the Secretaries of State, Defense, Energy or Homeland Security or the Attorney General, nor covert action under the National Security Council. The directive supersedes the 2015 version.
It matters to UAP debates because whistleblowers allege that UAP information is held in compartments outside normal oversight; ICD 906 defines what the DNI's compartments are and who oversees them.
