National Reconnaissance Office

Also known as NRO, National Reconnaissance Office (NRO)

The National Reconnaissance Office designs, builds, launches and operates America's spy satellites. Founded in secret in 1961 and run jointly by the Air Force and the CIA, it officially did not exist until its existence was declassified in 1992. In the 1960s it also oversaw the U-2 and A-12/SR-71 spy planes, whose secret flights, by the CIA's own account, explain many UFO reports of that era.

In the modern UAP story it matters above all through David Grusch. He served at the NRO, according to The Debrief from 2016 to 2021, leading the production of the director's daily briefing, and represented it on the UAP Task Force from 2019 to 2021, which is how he came to look for the programs he later described to Congress. Eric Davis says he briefed Grusch and his NRO superior at Jay Stratton's request, and that Grusch was later harassed by someone at the NRO. Hal Puthoff calls him a top UAP investigator for the NRO. It also appears in the Vandenberg testimony of 2025.

Not to be confused with NURO, the National Underwater Reconnaissance Office, which Tim Gallaudet and Ryan Graves have mentioned.
