Frederick C. Durant was a rocket engineer and CIA consultant, later a space historian at the Smithsonian. He wrote the report of the Robertson Panel, the CIA-convened scientific panel that met in January 1953, concluded that UFOs posed no direct threat to national security, and recommended a public "debunking" and education effort.
